In phylogenetic trees, if two species have a more recent common ancestor then they are more related and if species have a less recent common ancestor than they are less related.

If the phylogenetic tree is rotated about its branch point or node, then the information which it carries does not change. The both phylogenetic trees are equivalent. The difference between both the trees is that the node or branch point shared by both humans and mice is simply rotated in one tree. In a phylogenetic tree, at each branch point the most recent common ancestor species are present.

No, lizards are not, more closely related to humans than to mice as in both the trees, humans and mice share a same node or branch point where they spilt. So the closest relative of humans is mice not lizards.
