First we shall convert the minutes into degrees.

We know that $1\text{'}={\left(\frac{1}{60}\right)}^{\circ }$

Therefore $40\text{'}={\left(\frac{40}{60}\right)}^{\circ }={0.67}^{\circ }$

  $\sec {54}^{\circ }40\text{'}=\sec {54.67}^{\circ }$

Here we shall use the calculator to find the value of the given function.

Hence the value is,

  $\sec {54.67}^{\circ }=1.729$
