Polyvinyl chloride have CC , CH and CCl bonds. Their bond enthalpies are:

    CC bond =348kJ/mol

    CH bond =413kJ/mol

    CCl bond =328kJ/mol

Therefore, the bond with lowest average bond enthalpy is CCl bond. The electronegativity difference between carbon and chlorine is high, therefore the bond is readily broken. Hence it has lowest bond enthalpy.
