Consider the first spool. The force that is applied on the spool will produce an amount of torque about a point of contact of the spool with respect to the surface in clockwise direction.
Therefore, the spool rolls in a clockwise direction towards the right.
Consider the second spool. The force that is applied on the spool does not produce any torque on the second spool, as the line of action will extend through the point of contact with respect to the surface, where it yields to zero lever arms.
Therefore, the spool will slide to the right without rolling.
Consider the third pool. It is same as the first case, where the force applied to the spool produces torque about a point of contact of the spool with respect to the surface in clockwise direction.
Therefore, the spool rolls to the right.
