Interpretation:

The wavenumber of the lowest energy transitions originating form $v=0$ vibrational state of the electronic ground state has to be determined.

Concept introduction:

An atom undergoes transitions from the initial state to final state on interacting with an electromagnetic wave of a particular frequency. The electrons present in the atom can be excited from one energy level to another.  This shift of electrons is known as electronic spectra.
