From the figure,
Initially, A has higher potential energy. As the ball A rolls down to the hill, some of the kinetic energy is transferred to the surface of the hill as heat. The transfer energy is called frictional heating. As the ball rolls down, the temperature of the hill increases very slightly. Therefore, the energy stored in A in its original position (potential energy) gets eventually distributed to B through some kind of work and also to the surface of the hill by heat.
So, one can say that B has higher potential energy.
Out of A and B, B has the higher potential energy
