Despite this happening, there was initially distrust among several tribes concerning the new policy due to the broken treaties’ inheritance. The Reorganization Act stated that a written constitution can be adopted by the tribes and a tribal council with a head can get elected. There was the imposition of values and structures that were considered to be foreign due to this approach. There was the representation of an entire reservation by the tribal leader who got elected which included quite a few tribes. These tribes were hostile to each other. Moreover, the election of the leaders was to be made by the rule of the majority. This was a notion that was completely unknown to the tribes and as a result, there was resentment from several Native Americans concerning the provision that complete rights to vote were given to the mixed-bloods. There occurred the facilitation of deals between the tribes and the agencies of the government with the support of the Indian Reorganization Act. However, certain procedures that were dictated to the Native Americans, which were common to the White society and completely unknown to the tribes, showcased the sign of forced adaptation.
