The Jeffersonian Democratic-Republicans emerged during the first party system in the 1790s and became dominant from 1801 onwards with the election of Thomas Jefferson as the President. The Jeffersonian democrats emphasized limited government, the agrarian tradition of the country, and small-scale individual farmers. They were opposed to the concentration of power in the hands of the federal government. a central bank that can regulate the economy and trade tariffs.
Just a few months before leaving the office of the President in 1801, John Adams appointed John Marshall as the Chief Justice of the Supreme Court of the US. Adams also made some other last-minute appointments to the court. This resulted in the supreme court being ideologically more sympathetic to Adams' and Alexander Hamilton's "Federalist" principles during a time when Jeffersonians dominated the Congress and Presidency. This dynamic meant that the Supreme Court acted as an ideological balance to the Executive.
