Introduction

The social order in modern societies is characterized by an elected legislature (people elect their representatives), a judiciary and executive recruited on the basis of merit in the concerned examinations. The police is a part of this executive body whose responsibility is to ensure harmony and stability in society.

During the early years, when democracies were just emerging across different nations it was a period of transition from the rule of Kings and other monarchs. This transition period was chaotic as old structures of governance were being replaced by new ones. A strong police force was essential during this transitional period. But as citizens have become more aware of the rights and duties, a feeling has taken root in society that we are socially evolved to conduct ourselves in more responsible ways. This feeling is the root of the movement to 'defund the police'.

Such a movement has also gained momentum because of people's perception that the police have unnecessary levels of power. Plenty of cases of the abuse of this power and the collusion of the police with powerful individual and entities has eroded peoples trust in the police.
