The human tongue has lots of liquid on its surface, which is basically water. Water freezes when its temperature goes below zero degree Celsius.

On a cold freezing night, the temperatures of the surroundings reaches well below the freezing point of water.

Once the tongue comes into contact with such a surface, the water on the tongue starts dropping in temperature due to transfer of heat between the tongue and the surface, which eventually makes it frozen. Thus making the tongue stick to the surface.

But this is not true in terms of every surface that has a temperature below the freezing point of water
