The formation of the state is a historical trend. It denotes the association of people living together in a structured manner. It can be more explicitly understood by the example, when during the earlier times the concept of state was not known. Clans and Kinships used to reside with a common culture, forming a social organization as a society. The disputes were settled by the means of leaders or chiefs of the village even in the stateless society but there was no formally organized authority to play this act. This makes a distinction between a stateless society with a state. Thus, a state is something which has a legitimate authority that exercises power towards its members.
