The peptide backbone can rotate about 2 bonds. The $N - C_{α}$ bond that generates the $φ$ angle and the $C_{α} - C$ bond that generates $ψ$ angle. The dots in the Ramachandran plot indicates the favorable $φ$ and $ψ$ angle combinations a protein backbone can have.

Each secondary structure have a characteristic range of $φ$ and $ψ$ angles . Hence by looking at the Ramachandran plot of a protein we can decipher which secondary structures are there in that protein.
