1 CHILD WELFARE POLICY Carmela S. D. Stanton Troy University SWK6604: Human Behavior in Social Environment I
2 Child Welfare Policy In social work, child welfare is a critical aspect since they play a critical role that requires them to protect their well-being and prevent them from being at risk for neglect or abuse. The social work policy allows them to work with families that are facing challenges in the system that includes poverty, racism, addition, homelessness, and cycles of trauma (NASW, 2023). According to the NASW policies are a stable and qualified foundation for children in the care of the system to help deliver service that protects all children. Social workers are faced with decisions that affect the lives of many children, especially those vulnerable to environments that leave them unprotected and safe. However, the policy does not offer protection to children who have access to technology, that leads to them being lowered away from home by predators and becoming sex slaves in other countries (NASW, 2023). Social welfare policies have conditions that include low salaries and administrative burdens that affect how social workers are recruited and the hiring of qualified staff to work with children and their families. The child welfare system has been stretched to the point that social workers are overworked and over burden with large caseloads that leave some children left in homes with no protection. However, social welfare policies can offer training and education to support and supervise new and upcoming social workers into the child welfare system. The policies that affect the individuals we serve like children and their families are sometimes left in situations that lead to the death of a child or family member because the social worker has not been completing visitations. There are many issues of the policy that impacts the client social workers serve, which is the issues of reporting. Chibnall et al. (2003) found that creating a closer partnership with child welfare agencies, along with schools and hospitals must learn to facilitate an accurate way to identify any cases of maltreatment when reporting. There is a lack of
3 consistency in child welfare because of the standards of the constitution on abuse and neglect of children. To help reduce this issue that affects children and their family, workers must learn how reduce fear and concern of the family and allow the social worker to make decisions that will help save the life of the child and complete reunification with their family (Chibnall et al., 2003). In the child welfare system, there are specific populations that are impacted over another, which is the African American, that are most often separated from their family or communities due to them not being protect by the social work policies (Chibnall et al., 2003). For example, black and brown communities are often the target of drugs, which results in them being removed from their homes and place into foster care. However, black, and AI/AN children are the ones who are not being treated fairly in the child welfare system as are children from the white population. According to Casey (2011) children who are placed into the foster care system, experience disruptions in their placement and most do not get permanency and return to foster care due to their behavior.
