As standards of living have risen, more people face problems in being able to afford a house, or paying for apartments. Inflammation rises extremely during certain times and housing gets harder to afford. This is a problem that needs to be resolved because homelessness is a serious issue and can be a danger to society. Over 500,000 U.S. citizens are homeless, there has been decreases in homelessness in 2007. According to Florida Homelessness Statistics there has been 1,892 unaccompanied young teens-adults ranging from ages 18 to 24 through 2018. This bill states that if you are a minor you can not get medical treatment like dental, or psychological care without parents present, but the law has changed. This bill gives unaccompanied homeless youths a certificate saying if they are an unaccompanied youth, they now allow them to get the medical treatment needed and sign for their kids as well if they have them. Your next few paragraphs should: describe who or what will be impacted by the policy idea (consider the people who engage in the behavior targeted by the policy, law enforcement agencies, businesses that may have to make changes to comply with the law, etc.) discuss the costs and benefits of the policy idea Your following paragraph should: contain your recommendation to either support or repeal a policy that already exists, or vote for or against a policy idea include as much strong evidence as possible, such as facts and data that you can find to support your position The policy idea being discussed is related to allowing unaccompanied homeless youth in the U.S. who are 16 years old or older, to consent to medical treatment. This would include dental, psychological, or other medical care provided. The bill also states a written certificate to minors who qualify as unaccompanied homeless youth. This can be issued by a school district homeless liaison, directors of shelter programs, runaway or homeless youth basic centers, courts, etc. The impact of the policy idea would mostly be on unaccompanied homeless youths. It would give them the ability to have medical treatment without consent of a parent. This is significant because homeless youth often face a lot of illnesses or mental trauma, abuse, or pregnancies. By allowing them to access medical care, it would help address their health not only physically, but improve their overall well being. Law enforcement agencies can also be
impacted, as they would need to be aware of these bill changes in the law to understand that unaccompanied homeless youth have the right to consent to the treatment they qualify for. Additionally, businesses that also provide medical, and other healthcare services may need changes to comply with the new law and accommodations of unaccompanied youths who need the treatment. When considering costs and benefits of the policy, some potential costs could be administrative burdens. Issuing written certificates and training people who are authorized to issue these certificates. There may also be costs with healthcare providers adapting to new laws and ensuring they have the necessary processes to accept written certificates as proof of the minor's status. On another note, benefits of this policy would include improving access to healthcare for unaccompanied youth who may struggle to receive the necessary medical treatment. This could lead to better health outcomes and possibly reduce long term healthcare costs. Lastly, it could help address specific health challenges faced by homeless youth like mental illness and or substance abuse. Based on the information of the bill, my recommendation would be to support the policy idea. Allowing unaccompanied homeless youth to consent to medical treatment on their own by qualifying can have a positive impact on their health and well-being.
