Program evaluation is a method of collecting, analyzing and using data to look into the effectiveness of a program that can benefit society. It looks back to see if a previous program was effective and also looks forward to determine if that program will be effective in creating some social change at all (Owen, 2020). Program evaluation uses research method to investigate the effectiveness of social intervention. Those interventions are often designed to change participants in the social intervention. For example, prisoner based programming intended to reduce recidivism or change behaviors (Byrne, 2020). Some examples of programs would be drug intervention programs or crime intervention programs. Program evaluation allows researchers to look at the strengths and weaknesses of a program to determine if the program itself is working as it should. If it is not operating as originally intended, then certain aspects of the program can be reworked to be more efficient (Vito & Higgins, 2014). Process/Implementation evaluation is defined as whether the program as initially been implemented as intended (Vito & Higgins, 2014). Outcome/effectiveness evaluation is defined as whether the program itself changes the intended target population by looking into the progress of the program’s objectives (Vito & Higgins, 2014). It is important to include the definition of impact evaluation, which assesses the programs overall goals versus what was actually achieved. There are important differences to note between process/implementation evaluation and evaluations focusing on program effects. The following section will focus primarily on program process/implementation.
