COURTNEY MORGAN 629 Ingle Street Evansville, Indiana 47708 | 618-499-9792 | cnmorg013@students. campbellsville.edu 11/30/2023 Rick Moore Program Director Housing Authority of the City of Evansville 500 SE 10 th Street Evansville, Indiana 47713 Dear Rick Moore: My name is Courtney Morgan, and I am a social worker at Changing Lives, LLC. In our 10 years in Evansville, Indiana, we have worked to better the lives of the individuals in which we serve in our community. We do this by helping individuals who have no place to go in finding safe and stable housing. We are seeking funding for our upcoming project, Evansville United, which centers on bringing into our area more affordable housing and lower the numbers of our homeless community. In our explorative research, we discovered the number of individuals in our homeless community has been on the rise. Funding for this project is vitally important because this is a huge issue in our community which means unity is important. Comprehensively, we are seeking $50,000 in funding. This financial support will allow us to build more shelters in the area until these individuals are able to get into more permanent housing. If we were to receive funding, our project would be able to help individuals have a safer and more stable place to stay rather that in the streets. Individuals who might benefit from your funding include individuals who are homeless and have nowhere else to go.
Changing Lives, LLC is passionate about addressing this problem because we want to help individuals better their lives. We understand how meaningful this project can be helping others in giving them a safe place to sleep at night. I would like to thank you for your consideration and for providing organizations like ours with opportunities to help change the lives of those less fortunate. Sincerely, Courtney Morgan Courtney Morgan

Summary Introduction This is a descriptive summary of the community of Evansville, Indiana and the needs that are apparent in the area. This descriptive summary includes information regarding the population size, the population size impacted by the problem, and many of the different reasons as to why this problem is such a huge issue in the area. Community of Need Evansville, Indiana was founded in 1812 along the scenic bend of the Ohio River (Home / City of Evansville, 2023). It has a population of nearly 421,000 people (Home / City of Evansville, 2023). Of that 421,000 people, nearly 121,000 of those individuals live within the city limits and the other 300,000 individuals live in the metropolitan area (Home / City of Evansville, 2023). Evansville is considered to be the third largest city within Indiana (Home / City of Evansville, 2023). Within Evansville, Indiana there is an estimated 19.9% of the population who live below the poverty line which is a number that is considered to be higher the 12.6% national average (Evansville, IN | Data USA, 2023). The community of Evansville, Indiana has an estimated over five hundred people living in the area that are considered homeless. Evansville has such a large number of nonprofit organizations that are here to help those that are considered homeless. Awareness is always increasing on just how bad this issue is in the area. Many of the nonprofit organizations have a large number of resources for homeless individuals. Homeless individuals have easy access to get this information. From working in many different jobs in the social work field that there is a huge amount of people out there that are doing all that they can to help these individuals to find the resources that they need. There is a huge commitment of our local government as well as nonprofit organizations that are working to help these individuals and have a huge passion for helping.
In response to seeing the increase of the homeless population, Changing Lives, LLC is seeking $50,000 in funding for the building of safer and more stable housing for individuals in the area until more permanent housing is available for these individuals. This would help to ensure that these individuals have a safe place to sleep at night rather than sleeping on the streets with the limited number of beds in area homeless shelters. This program would assist these individuals find employment or apply for social security if they are physically unable to work, connecting them with needed resources, and transportation to ensure they are able to get to the places that they need to get to or even to doctor’s appointments to ensure their health. The primary intent for this program is to be able to reduce the number of individuals that are sleeping on the streets due to having no place to go within the city of Evansville and working to lower the number of homeless people by 150 per year. How it got this way There is a huge lack of affordable housing in this area. With the cost of living constantly going up, not just here but everywhere, it makes it hard for these individuals to get on their feet when you consider all the funding that you would need to get started. There is a shortage of workers out there that can spend all their time committed to this issue. There are also barriers in the housing match process. Some people who are homeless who have children need homes that they merely can’t afford. Another reason that the number of homeless populations has continued to rise in this city is due to other cities attempting to lower their number of homeless population sending them to this city. The number of individuals that are incarcerated in our correctional facilities in this area are on the rise and many times people commit petty crimes to go to jail in order to have a roof over their head, three meals a day, and are safe. The Vanderburgh County jail can house up to 600 inmates at one time. Goals Goal 1: Within the next year, increase the number of people accessing services needed while experiencing homelessness.
Objective 1: Within the next year, increase the number of outreach projects to serve those that are experiencing homelessness. Objective 2: Within the next year, increase the number of resource facilities in the area going into area homeless shelters to coordinate with those in the shelters and address their needs. Goal 2: Within the next year, increasing the number of people exiting the homelessness system into permanent housing. Objective 1: Within the next year, increasing the number of individuals in the homelessness system being connected to needed resources to help them find more permanent housing. Objective 2: Within the next year, increasing the number of individuals in the homelessness system having mentors to help them with what they might need in order to find more permanent housing. Goal 3: Within the next year, increasing successful placements from street outreach. Objective 1: Within the next year, expanding coverage for outreach programs to surrounding towns within Vanderburgh County. Objective 2: Within the next year, increasing the number of shelters in the area to ensure all that are homeless have a safe place to sleep at night. LOGIC MODEL for Homelessness Outreach Project Title: Evansville United Problem the Project Will Address: To provide individuals who experience chronic, episodic, temporary, and imminent homelessness to access appropriate housing and services in support of successful tenancies as well as individual health and well-being.
