2 Addressing Equity and Social Justice in Social Welfare Policies and Programs Civil rights barriers that cause economic barriers to social security are accessing unemployment insurance, high health costs including prescriptions, disinvestment, and harmful investments in infrastructures. The Inflation Reduction Act helps to lower healthcare costs including prescriptions for low-income individuals and families, and the underserved communities. Strengthening the social safety net will provide economic security to build a better equitable economy. “The Social Security Administration will address barriers in key safety net programs including disabilities and retirement benefits and expand access to legal representation for individuals in the disability insurance appeals process” (Whitehouse.gov, 2023). Civil Rights Barriers to Social Welfare and Social Justice The civil rights barriers to social welfare and social justice the federal action plan addressed are for the underserved, marginalized, poverty, and inequality through a comprehensive approach. “Advancing equity, civil rights, racial justice, and equal opportunity is the responsibility of the whole of our government” (Whitehouse.gov, 2021). Equity requires the federal government through a systematic approach to fairness for the processing of making decisions. Executive departments and agencies foresee the addressing of inequalities in policies and programs serving as barriers to equal opportunities. Advancing equality in the federal government creates opportunities for everyone to improve the communities of the underserved. The federal government’s goal is to provide equal opportunities for everyone to reach his or her full potential. Proposed Action Plan Addressing Civil Rights Barriers The White House Domestic Policy Council (DPC) embedded equity principles, approaches, and policies to remove systemic barriers to provide equal opportunities and benefits,
3 identify the underserved, and policies to advance equity for the underserved community. One proposed federal action plan is the Social Security 2100 Act of 2023. “Representative of Connecticut John B. Larson crafted the Social Security 2100 Act of 2023 to increase benefits, improve cost-of-living adjustments, restore student benefits, provide caregiver credits, end the five-month waiting period, cut taxes, and combine funding into one program” (Larson, 2023). The increase in benefits is a 2% increase in pay, for widows and widowers. The Cost-of- Living Adjustment (COLA) will show the inflation experienced by many senior adults. Restoring student benefits for a beneficiary to receive a check-up to the age of twenty-six who are in school and the dependent of a disabled person, deceased individual, or a retired worker. Providing caregiver credits helps people who the majority are women not get penalized in retirement for caring for children or other dependents. The proposal would also eliminate the automatic five-month waiting period to receive benefits of social security disability and cut taxes for beneficiaries of middle-class income. Combining Old Age and Survivors Insurance (OASI) and Disability Insurance (DI) Trust Funds to become one big fund for benefit programs. “The Social Security Act of 1935 was initially omitted for large categories of workers of color from retirement benefits and unemployment insurance” (Johnson, 2020). The social security program today helps black families qualify for retirement and disability benefits. The systematic approach of racism for racial disparities builds a new social program of inequalities, and economic repairs, and restores welfare families.
