Facts Before Jefferson took office as president on March 4, 1801, Adams and Congress passed his Judiciary Act of 1801. The law created new courts, added judges, and gave the president more control over judge appointments. The act was essentially an attempt by Adams and his party to block his succession, and he used the act to appoint 16 new district judges and 42 new peace judges.
