Text Of Joint Resolution to Congress (Gulf of Tonkin
Resolution) August 7, 1964
Abstract and Keywords
In August 1964, President Johnson told the United States Congress and the American people that
American warships operating in the Gulf of Tonkin had been attacked by North Vietnamese torpedo
boats and that he had subsequently ordered retaliatory airstrikes against North Vietnam. Johnson then
asked Congress to grant him the authority to use military force to protect American and allied interests in
Southeast Asia. Congress responded by passing the Gulf of Tonkin Resolution. The vote in the House of
Representatives was unanimous, and the vote in the Senate was 88–2. President Johnson was not,
however, fully candid in his description of events in the Gulf of Tonkin. The situation was much more
ambiguous than he declared. The Gulf of Tonkin Resolution gave Johnson a “blank check” to do as he
saw fit in Vietnam, and soon led to increasing American commitments in the region.
