Research and write a short speech/statement of at least 500-700 words in support or opposition to a committee of the Louisiana Legislature about the need for legislation to address one of the problems/issues below. This process will involve examining current bills or laws, if any, on the topic of your choice and the reason(s) they were introduced/passed. This is a statement you would write for a Louisiana state legislator of your choice to give to a committee of his/her colleagues or a lobbyist or public advocate, working for the interest group of your choice. (For this assignment, you are not writing for your normal senate candidate.) Choose one of the following to write about: Why the Legislature should increase funding to higher education so that each university in the state has at least a 50-50 mix of state appropriations and self-generated revenue (tuition and fees). Why lawmakers should eliminate, decrease or increase tax subsidies to corporations in Louisiana. Whether Louisiana should increase the state’s gasoline tax (and by how much) and dedicate the revenue to road construction and maintenance. Why Louisiana should abolish (or keep) the death penalty. Remember, in each case, your speaker is not speaking directly to the general public, but to a specific group of lawmakers in Louisiana . You are asking them to vote to support (or oppose) a piece of legislation before them that day. While you should try to tailor some of your remarks for public and media consumption, keep in mind that your immediate goal is to influence a small group of people, each of whom is listening to your remarks. – see template on next page –
Statement on [insert your chosen topic here] The Attention Step Grab the committee’s attention. Tell a story that makes the topic you chose to write about (chosen above) relatable. The Need Step Problem statement. Make the problem clear and show the committee how, for example, current Louisiana State law, commissions, council, committees, exemptions, etc., allow/enable/perpetuate the problem. The Satisfaction Step Present your solution. In what ways (e.g., amendment, new bill, etc.) do you oppose or support the Louisiana State law, commissions, council, committees, exemptions, etc., (mentioned above in “The Need Step”) that perpetuate the problem you’ve pointed out and that the committee is hearing from you on? The Visualization Step Above, you presented a solution – now make it relatable to the committee. Tell they committee why they should care and how they, and their constituents, benefit from your proposed solution. (No images here – just “visualize” the solution for the committee through your prose.) The Action Step The ask. You likely want the committee to vote in favor of your amendment, new bill, etc., so be sure to lead with that here—for example, “I believe you should vote for my bill because …” This is a good place to tie again tie in your constituency, and the committee’s, and to ask though- provoking questions. In this section, try your hand and being somewhat bombastic and swashbuckling.
