Name: Emily Bush Date: Facilitator: School: 4.04 Legislative Process Flowchart Place the steps of how a “bill becomes a law” in the order that they usually occur. You may cut and paste the answers from the following page into the correct steps in the chart below; you must place them in the correct order to receive credit. Step 1 Citizens, special interest groups, the president, or other officials develop an idea for a bill. Step 7 Hearings are held during which a committee listens to testimony from proponents of the bill. Step 2 Lawmakers or others write the new bill. Step 8 A Representative of the House drops the bill into the hopper or a Senator hands the bill to the clerk and makes a formal presentation of the bill. Step 3 In the U.S. House of Representatives, a bill is introduced when it is placed in the hopper Step 9 The bill is voted on as long as a quorum of the members of the House or Senate is present. A majority is needed for passage. Step 4 The bill is assigned to a committee and/or subcommittee by the Speaker or majority leader. Step 10 The bill is given a title and a number by the clerk with H.R. for bills introduced in the House and S. for bills introduced in the Senate. Step 5 Both the Senate and the House pass the Bill in identical forms or send the bill to conference committee to work out the differences. Step 11 The bill placed on the calendar and is sent to the floor of the House or the Senate to be debated. At this time, lawmakers may propose amendments to be added to the bill. Step 6 A committee meets in a markup session to decide what changes, if any, to make in the bill. They may vote to kill/table the bill or report/send it out to the House or Senate for action. Step 12 A conference report is written and submitted to each chamber for a vote of approval before the bill is sent to the President.
