According to Kohlberg's theory, I think that Serena's thinking represents Stage 6 of the theory that focuses on Universal Principles. During stage 6, people stop focusing on laws and regulations and instead base their moral judgments on the universal concepts of fairness, equality, and human rights. Serena is acting in accordance with the universal precepts of ethical decision-making by taking the greater good and the welfare of the public into consideration.

Rather than strictly following guidelines and rules, Serena made this decision after taking into account broader ethical concepts. At stage six, people understand the value of general concepts that go beyond particular legal requirements or social norms. Even if the regulations are part of the NSPE Code of Ethics, Serena is putting the public's health, safety, and welfare ahead of individual rule breaking.
