Graduates will be able to apply and demonstrate the principles of Emergency Medical Response requirements and constraints, following an open-ended decision process involving tradeoffs, and completing a synthesis and evaluation of the complexity of EMS Response to a Hazardous Material & CBRNE Incidents. How the future of response will address mass casualty response, Emergency Medical Response to Hazard Material Incident will evolved into a seamless approach from the field to the emergency department. Welcome to FST 4050 001 Emergency Medical Response to Haz Mat & CBRNE Incidents Please read the syllabus in its entirety. The syllabus contains the information needed to complete the various portions of the course. The course will utilize the University’s Blackboard On-line learning platform. Please ensure that your personal information is updated within the Blackboard system. Directions for doing this are located in the “Getting started with Blackboard” folder under the “Course Overview” tab. If at any time you need to find a specific section of Blackboard, please utilize the “Technology Resources” tab for tutorials and the IT helpline. You may also contact me and I will assist you. This is a paced course, thus assignments and discussion questions have due dates in which you are asked to adhere to in order to allow networking and collaboration with your fellow students and instructor. If extenuating circumstances arise, please contact me and we can work to create a solution. Congratulations on taking another step towards the completion of your degree!
Course Description This course provides the student with the knowledge base that is required to institute a true emergency medical response to hazardous materials CBRNE incidents within their respective department. Topics include the medical aspects of hazardous materials response; chemical and toxicological information; effects on the body systems; injury & treatment; physiology and treatments of common poisonings. Students will gain an overview of the decontamination techniques, use of specialized equipment as they relate to haz-mat incidents and their use in an event involving terrorism. May be used as a technical elective or upper level fire service elective on ly Goals and Learning Outcomes Organize a final organizational matrix that is representative on the anatomy of Emergency Medical Response to hazardous Materials Incident Demonstrate the role of Emergency Medical Service first responder from field application to the emergency department. By listing the relevance of data collection and transfer of the medical data to the emergency department. Identify the common terminology use by Emergency Medical Service technicians and paramedic's and hazardous material Branch operations during emergency field operations. Evaluate the primary modes of Emergency Medical Technicians operating under the operations branch during a hazardous material incident and working within the Fire Department structure. By working through the various communications, data collection and other through various communications medians. List the various state and federal regulations that effect the Emergency Medical Response by summarizing the and analyze the possible differences between a normal Haz- Mat incident versus a CBRNE threat. Graduates will be able to describe/define the role of first emergency responder s being called to hazardous material/CBRNE event. Also determine how address pre-hospital emergency medical care and formulating the constraints of real time data and research by transfer electronic medical surveillance from the field to Physician in the Pre-Hospital environment. List and describe techniques for establish effectiveness for field decontamination of patients by using advance pre hospital care notification to receiving Emergency Rooms. Addressing the importance of the Hospital Disaster Network and the, effectiveness of EMS communications by identifying the components of Incident Command, Triage ,importance of staging Emergency Vehicle, field hospitals and how a Central Emergency Dispatch Center can aid in field operations. Along with the analysis of computer aided dispatch centers and the attributes they can provide to the Emergency Medical Service. Identify the technical aspect how concepts on Emergency Response through a regional response plan can help in pre-planning in a development of a Incident Action Plan. Graduates should be able recognize and articulate the foundational principles of Emergency Response to a Hazardous Material incident by utilizing case studies and previous outcome to determine probable outcomes. Graduate need to recognize and articulate Unified command, security concepts and best practices for secure for determining the advance response for Emergency Medical Services to a Hazardous Material Scene.

You will also be asked to explore interactive, media-rich websites throughout this course. Some external websites may use multimedia components, such as audio tracks, video, etc. The multimedia features provide a richer experience for the viewer by using sound and movement to make content come alive. Some of these sites require you to download special software programs called plug-ins. Plug-ins allow your web browser to view or play certain types of files. The plug-ins are free and download quickly. If you do not have a required plug-in, such as Adobe Acrobat Reader or Macromedia Flash Shockwave Player, the websites will typically direct you to where they can be downloaded. Assignments: Assignment Policy 1. Late assignments are not accepted without prior permission from the professor. Applied Research Project: The final project will follow the formatting guidelines provided by the Executive Fire Officer Program Handbook . The content of the paper will still follow APA rules for grammar and citations. Please review the program handbook (also located under the “Writing Resources” tab on Blackboard) beginning with page 23 in order to make sure you are properly formatting your paper. Example papers are also provided under the “Writing Resources” tab for you to review. Term Paper Requirements: 40 points . Format: Use the National Fire Academy’s format for the Executive Fire Officer Research papers. The form is the APA style of writing. Format can be read at NFA’s web page, Executive Fire Officer: http://www.usfa.dhs.gov/nfa/efop/ (Applied Research), and a “sample” Term Paper is posted in Course Documents. Length: 8 - 10 pages minimum. Topic: This is an Applied Science course, and therefore the Final Term Paper topic must be directly relevant to your FD or your local community. It will be graded based on the RELEVANCY to your FD or community, and the QUALITY of research. Final Topic Selection must be submitted by week two and approved. Discussion Board Instructions Each week students shall post in Blackboard - Discussion Board, by Friday night, 10 pm EST or submit at least three power points slides. Video Submissions on Discussion Board Posts are strong encourage. For each post, you must discuss why this item is RELEVANT TO YOUR Public Service Agency. By Sunday night, 10 pm EST, you will have read all posts by fellow students. Please post two comment to your fellow student post.
Discussion Board Grading Scores will focus on how well you have educated the rest of the class and the Professor on “real world” issues facing your fire department (4.285 points). Written Assignments are grade (4.285) per submission. Relation of information to personal experience in the fire service, or the experience of your Mentor (2 points).
