What to expect with special
population students:
Many English Learners students come from
families with foreign origins, where poverty,
gender inequality, and other factors have kept
them from receiving a proper education.
Meaning that they will likely face some
cultural shock and learning new traditions and
routines. Children of immigrants face
interruption in their schooling, which often
causing gaps in their education. This can cause
students to suffer frustration and stress. For
ELL students, the student's motivation to learn
the new language all play a role. While English
Language Learners struggle in school, they are
exposed to English in several settings,
including social settings and enjoyable learning
environments. The incentive for learning a new
language is in the hands of the student.
Other Student Services and
Parental Rights
There are nearly 100,000
English learners in
enrolled in Arizona
schools. “According to
Department of Education
in 2022.” The majority were
Hispanic/Latino and
Spanish speaking. Asian,
African American, and
white are equally
represent with a combine
total of about 20,000.

Language Learners

Students are entitled to be assessed for
special services. The district, school staff
and families should work together to
determine the needs of their student and
access the services needed to help them
succeed. Parents have the right to request
evaluations for any of these areas. They
have the right to have these options,
assessments and placements explained in
a language that they understand and the
right to consent and revoke consent at any
time. They are a significant part of their
students’ education and must be treated
as such.
We come across many ethnicities everyday this is why we should make it a
priority that every child feels safe and receive the academic resources &
tools needed for their success.
Arizona English Language
Learner Assessment
(AZELLA)
AZELLA is an assessment used to
assign students and assess their
proficiency levels as they progress
through the program. It is suggested
when a language survey indicates a
student may need language support and
it is re-taken once annually until they
achieve proficiency, extending 2 years
after to monitor continued proficiency.
The test is given with differentials
corresponding with the student’s
individual need. (Arizona English
Language Learner Program 2011).
