Joint operations principles and decisive actions are crucial, providing flexibility and options in employing subordinate forces to achieve mission goals. In a specific example of Disaster Response (DSCA), a team from the 3rd Platoon, 22nd Engineer Clearance Company, Joint Base Lewis – McChord, responded to a chemical rail accident releasing chlorine gas, affecting a large population. Their actions involved search and rescue, decontamination, and medical support. Despite challenges such as handling complaints from displaced civilians, their success highlighted the effectiveness of NCOCCC operations, meeting national defense priorities like military readiness and joint force operations. During the response to the hazmat incident, soldiers from the 3rd Platoon, 22nd Engineer Clearance Company, demonstrated competence acquired through specialized training at the Florida State Fire College, aligning with the NCO C3 of Operations framework's expectations. Their confidence in executing mission tasks effectively stemmed from thorough preparation and training, reflecting the confidence principle of the framework. Additionally, soldiers exhibited commitment to mission success by actively participating in training activities and continuously striving to improve their skills, consistent with the commitment principle. Amidst dynamic and unpredictable situations, soldiers showcased adaptability by adjusting their approach based on evolving circumstances, demonstrating the adaptability principle of the framework. Moreover, soldiers displayed initiative by proactively assessing the situation, identifying casualties, and providing medical aid, exemplifying the initiative principle. Overall, adherence to the principles of the NCO C3 of Operations framework guided soldiers' actions and behaviors, enabling them to effectively execute mission tasks and achieve success in the hazmat incident response. The mission's success underscored the importance of effective joint planning and decisive action in understanding the situation and the mission. It also emphasized the significance of collaboration with local and civilian authorities and effective communication strategies for handling future emergencies more efficiently.
NCO C3 -Training Management are directly responsible to train individual teams, soldiers and crews. The principles of training army provides the basis to guide NCO leaders on how to plan, prepare, execute, and assess sustainable training. NCO C3-trainng management encompasses risk management, preparation of eight-step outline, conducting individual training, besides the art and science of training from squad to brigade levels.NCO C3 Training Management is important in guiding NCOs to effectively manage several competencies while training soldiers to prepare properly for a mission. This is because training management entails planning, preparation, executing, and assessment to effectively manage training. Training and management helps NCOs to successfully implement training by having NCOs leaders participate in careful supervision throughout training levels). Thus, NCO C3-training and management plays a significant role in training soldiers, teams, and crews, while leaders evaluate the soldiers and training during the period of execution. NCO C3 of Training Management as being directly responsible for the training of individual Soldiers and teams. The Army training principles provide a broad, yet critical framework for NCO leaders as they plan, develop, execute, and evaluate long-term, effective training” (TC 7-22.7 p 2-2, 2020). Commanders and Non-Commissioned Officers efficiently resource training that replicates conditions the unit would face in the operational environment in order for units to manage training to achieve mission goals. Training is the most important action unit that takes place every day to ensure readiness. The Army does this through rigorous, realistic, standards-based, and performance-oriented training (ADP 7-0 p7, 2019). NCO C3 -Training Management are directly responsible to train individual teams, soldiers and crews. The principles of training army provides the basis to guide NCO leaders on how to plan, prepare, execute, and assess sustainable training. Thus, NCO C3-training and management plays a significant role in training soldiers, teams, and crews, while leaders evaluate the soldiers and training during the period of execution.
This is evident when reading through different interviews with key leaders within the case study.One observer controller (OC) within the case study who previously validated 3rdPlatoon, 22ndEngineer Clearance Company knew that it took them anywhere from 30 from 90 minutes to setup for technical search and rescue and that their mission was to provide a 360-degree site picture and map to the Commander and staff within the operations center (Scott, 2018).This sort of validation proves that this platoon was well train and their leaders managed training appropriately in order for them to successfully complete a technical search and rescue exercise or mission.Risk mitigation also occurred naturally when units arrived on ground, they immediately established worksites and sent CBRN teams ahead of rescue teams in order to check for radiation and decontamination levels to ensure those teams could do their job safely or to determine the requirement of additional CBRN equipment (Scott, 2018).This sort of reaction is considered mastery and the fact that leaders and Soldiers immediately began risk mitigation for follow-on teams and units to do their jobs accordingly shows how important it is for leaders at all levels to have a firm grasp on training management and its tenants. The unit's performance in Training Management was marked by several commendable strengths. Regular drills and exercises proved to be instrumental in building essential skills and enhancing preparedness among certain unit members. The ability of these individuals to execute tasks effectively showcased a strong application of Training Management principles. These drills and exercises served as an effective means of skill-building and readiness assessment The unit did a great job in Training Management. They regularly practiced drills and exercises, which helped members improve their skills and readiness. These activities showed that members could perform tasks well, indicating strong Training Management principles at work. The drills and exercises also helped leaders assess how ready the unit was for different situations. This active training approach highlights the unit's dedication to staying prepared and skilled for any challenges that may come their way.
