Present Challenges and the Future of Domestic Intelligence The use of encrypted messaging apps, the involvement of non-state players, and the effect on the decision-making process are all difficulties that intelligence agencies face due to the widespread use of social media (Ahmet, 2020). Intelligence experts face a problem as social media accounts from conventional media grow in importance and as social media platforms themselves compete for policy attention. Non-state actors' use of social media presents yet another difficulty associated with this phenomenon. Terrorist groups can reach more people with their message and find recruits with the help of social media. Terrorist groups now have a worldwide audience thanks to these sites, where they may post terrorist material, including statements and beheadings. Regarding cyber security, intelligence agencies face two main obstacles: anonymity and cyber intelligence problems (Ahmet, 2020). Intelligence agencies rely heavily on secure networks to defend their nations from state-sponsored and non-state actors. However, intelligence agencies have difficulties because of the anonymity of the cyber world. It is a critical issue for deterrence since it is difficult to trace a cyber-attack and, therefore, to deliver a retaliatory reaction. Terrorist groups' cyber-attacks are significantly more difficult to identify and thwart in advance than traditional terrorist strikes. Keep in mind that cyber-security is one of the most competitive sectors between state intelligence organizations and the commercial sector in addition to these two difficulties. That the worldwide battle against terrorism has progressed to a new stage is another obstacle. In spite of having lost almost all of the area they formerly controlled, groups like ISIS are
emphasizing their capacity to launch attacks on Western assets. Another difficulty for intelligence agencies comes from non-state actors' usage of meta-data. On the one hand, groups like Al Qaeda that operate worldwide may use meta-data to recruit and retain members with specialized technical knowledge; this allows them to expand their operations, identify weak spots in their targets' defenses, and launch assaults in novel ways. There are numerous difficulties posed to IC by technological progress. New technologies are already altering the IC's data gathering, storage, and processing methods; however, these innovations are expected to affect all the pillars of the intelligence cycle in the next decades. As a result, IC has recently begun contracting with private intelligence and military firms to conduct intelligence analysis and operations (Katz, 2020). Since 9/11, private corporations have played an increasingly important part in US intelligence analysis, and US intelligence agencies have increasingly outsourced their technical intelligence needs to them. For its part, the CSIS Technology and Intelligence Task Force have begun a year-long study to learn how technological advances might improve intelligence gathering and IC operations. In order to keep its intelligence advantage, the IC must adapt, and the task team is investigating how this may be done. In order to maximize the IC's value, the IC and its essential components are investing heavily in research, development, and integration of the following technologies: gathering critical and covert information and producing data-driven, context-rich, and forward-looking research that regularly outperforms competitors in the eyes of policymakers.
