Topic and Research Question
Topic:
For my historical event analysis, I have chosen to focus on the desegregation in the
Boston school systems. In 1974, W. Garrity made the Boston public schools start busing the
students to other schools to create a racial desegregated school system. At the time due to racial
protest and riots, this was very significant. Due to the call for desegregation, Boston politics were
affected, and it contributed to the demographic shifts of the school aged population. This led to a
decline in public school enrollment and white families moving out to suburbs to avoid
desegregation.
Research Question:
Was Boston the first city to implement desegregation, or had other
cities led the way with less media attention? What were the accommodations set for the students
who now had longer bus rides to and from school? Were there maximum allowable travel times
set to desegregate students? Did busing students, help the desegregation process in Boston?

, This article summarizes the challenges and forecasts the forgoing
effects of the eventual desegregation success that occurred in Boston.
Other extremely valuable sources are Why busing failed: Race, media, and the national
resistance to school desegregation by Matthew F. Delmont (2016). This book gives an alternative
view on how busing during desegregation was looking back probably not the best route to
success. As well as, Building a Constituency for School Desegregation: African American
Women in Boston, 1962-1972 by Polly W. Kaufman (1990). Analyzing historical events we need
to remember to not lean in any one direction but stay neutral giving a true clear picture not an
opinionated skewed view.
Thesis Statement:
Based on my research to date, I will try to support the following thesis:
Attempting to achieve racial balance by forcing students to be bused to other areas, added to the
racial separation of the area. Busing basically forced people to be integrated and no longer
separated as white and black public schools. This statement could change, based on subsequent
research.
Audience:
I plan to write this historical analysis for an audience that is already somewhat
familiar with the history of desegregation, such as a seminar conducted at a high school for black
history month. This is an audience that does not need a great deal of background about
desegregation itself, but one that would be interested in new insights into the factors the
ultimately led to its proper implementation.
In writing for this audience, I plan to focus on the larger social divisions within the Boston
school districts that bussing was not able to bridge—but which the African American community
was able to take advantage of. Without devoting much time to the specifics, I will attempt to
place debate within the larger context of bussing as the solution, and the ongoing "culture wars"
within Boston school districts and the local community.
For this audience, my message will be a clear but perhaps disappointing one: The problem
was not that integration too controversial to rally behind; it's that the community was already too
divided to come together behind this or any other human equality issue.
