This moment might focus on a document (like the grocery list example from the previous screen), a longer piece of writing, a piece of art, a billboard, and so on. Working for state government it seems like there is always something that can be looked at a little closer to make sense of it. While working as a data analyst for the Washington State Department of Corrections Training and Development Unit part of my position was gathering the training approvals for cost associated courses taken outside of the department. The first time that I reviewed the invoice there were over ten names on the list some who attended the courses and others who did not. I reviewed each student on the invoice and searched through the training unit e-mails to find the supervisor and appointing authority approval. After finding the initial information needed to reconcile the invoice I then had to dig deeper and follow-up on the students who did not attend the course that they had been approved and enrolled into. The policy of the outside training department outlined that if a class is cancelled after the cancelation date and/or a student does not show up to the class then the department will still be charged for the course. To account for all the students and the cost associated to each one critical thinking was needed to complete the process and sent off to the billing department for final payment. After examining the process that was in place to complete an invoice for outside departmental training I found that it was cumbersome and time-consuming. In the days of technology why was the department still using paper approval forms when everything else had moved to electronic approvals. I looked at the invoice from the outside training department, contacted billing to get a list of all the agency approved approval systems and talked to our IT department about implementing a new approval process for outside agency training. Using the information recived I looked deep at the current process and mapped out using Visio a flow chart that showed the current process for outside agency billing and proposed process using the IT approval system approved by the budget department for agencywide approvals for cost related items. I found that by using the electronic system the agency would save time and money by routing approvals electronicly to the supervisors and appointing authoritries they could also document information in one area vs. several e-mail strings and for the purpose of billing a report could be generated when the invoice is received that outlined all of the information that
the billining unit needed for final payment. The final result ended with an outside agency training approval system that worked not just for biling but for all parties involved in the process.
