Watch the movie, “A Place at the Table” –On Bb under “content” (link is on BB under
“content”). This is an older movie, but the material is still very relevant today. This
connects to content in the text, and chapter eight, which discusses the roles of various
government agencies (in this case the USDA).

Respond to the following questions:
1.
Define a food desert. How was this illustrated in the film? What are some current
solutions in Baltimore (or whatever major city is closest to you or the place that you
call home) for the problem of food deserts and how are they being implemented (use
the internet/search local newspapers/etc.)?
A food desert is an urban area where it is inaccessible to buy affordable food or fresh
food. This was illustrated in the show by showing how hard it is to even get to a grocery
store, or by showing how the families are unable to afford to buy vegetables at the store
so they have to buy processed or shelf stable cheaper food. Some of the ways Baltimore
are trying to fix the food desert is by giving grants to low-income areas to make urban
farms or donate food to people in need. They also have a virtual supermarket in place to
deliver these groceries and fresh foods. “
The Virtual Supermarket Program is an
innovative approach to addressing Healthy Food Priority Areas. It uses online
grocery ordering and delivery to bring food to neighborhoods with low vehicle
ownership and inadequate access to healthy foods.” (Baltimore City Government)

Define food insecurity. How was this portrayed in the film? In the United States, what
percentage of people are food insecure? Of that, how many are children under 18?
Food insecurity is not having access to enough food to meet basic needs. This is shown in
the film specifically in the beginning with the little girl. She says sometimes she is so
hungry her stomach hurts and she eventually throws up. 12.8% of people experience food
insecurity in the United States, and households with children are 17.3%. (Food Research
and Action Center)

The USDA (United States Department of Agriculture) is federal agency funded by tax
dollars (which comes from the taxes you pay when you work). Examine the USDA
website. What are some other areas under the USDA besides food?
The USDA other than food prioritizes advancing racial justice, equity, and opportunity,
climate change, market opportunities, disaster resources, and financial loans.

What does SNAP stand for and what is this program? What are the eligibility
requirements and what is provided? Recently, the SNAP program has expanded
benefits. Look up information about this. What did you find? Explain and cite your
source.
SNAP stands for Supplemental Nutrition Assistance Program and provides food benefits
to “low-income families to supplement their grocery budget so they can afford he
nutritious food essential to health and well-being.” (U.S Department of Agriculture). The
eligibility requirements for Maryland includes having a current bank balance of under
$2,000, or having a current bank balance of under $3,000 who share their household with
an elderly or someone with a disability. They provide funds on a card for people to buy
groceries. Some of the new benefits came about during covid when they gave extra
benefits to those struggling.

What does WIC stand for? What is provided and who is eligible? Explore services for
children in the USDA. One program is the school lunch program, what are 2 other
programs that address food needs of children?
WIC stands for Women, Infants, and Children and provides food, healthcare, and
nutrition education to “
low-income pregnant, breastfeeding, and non-breastfeeding postpartum
women, and to infants and children up to age 5 who are found to be at nutritional risk.” (U.S
Department of Agriculture)
two other programs in place to help children are 1)School
Breakfast program, which is meant to allow schools to give children breakfast 2)Special
Milk Program to provide students in school with milk.

The film discusses types of legislation that address food, one of those is the Farm
Bill. What is the Farm Bill and why was it created? This is important legislation that
has a significant impact on many aspects of American life, and yet most people do
know about it. Examine this bill. How many pages is it? Look at the budget
breakdown. What are two other areas covered by the bill that impact farmers?
The Farm Bill, also called the Agriculture Improvement Act is a piece of legislation
passed every five years to address a wide range of issues related to agriculture, nutrition,
conservation, and development. This bill is important because it shapes the countries food
policies which impact farmers. The bill is 280 pages long. 1) The commodity program
supports farmers by giving them insurance and risk management tools. 2)the conservation
programs help promote environmentally friendly farming practices to encourage
sustainable agriculture.

This film explores public health crises related to poverty, hunger, and issues with
accessing food. Be specific and apply to the movie and give two specific examples
from the film.
1)
One of the first examples in the film is from a family living in a rural small home who
are extremely poor and cannot afford food. They often go hungry when they run out
of food and have no other options. This makes the one young girl extremely sick from
not eating.
2)
Diabetes has increasingly gone up in younger children and adults because healthy and
fresh foods are not available and the cost of processed and shelf stable foods has gone
down.

Food is an essential resource and meets a basic need (Maslow). Is it the responsibility
of the government to insure that people have enough food? Explain why or why not—
what do you think and why do you think what you do about this?
I think it is the responsibility of the government to ensure everyone has access to
affordable and fresh foods. The reason I believe this is because the government is in
control of everything in our society. They control the job market, taxes, and funding.
When employment rates are low, they should be giving more funding and money to low-
income families who are struggling during this time. There are billions of dollars that
could be put towards solving the food crisis in America instead of on wars and other
issues.
9.
In the US, there are programs that are part of the public welfare system to address
hunger. Are these programs sufficient? Why or why not? What are alternatives based on
either response?
If a person receives assistance (e.g., SNAP or WIC) what are their responsibilities?
Should they be required to work in order to be eligible for the entitlement (this is a
word for benefit or program)? Explain your rationale. If they do not work, should
there be a limitation? Should they have to be drug tested to determine if they are
drug-free as part of eligibility screen? Why or why not? Are their people who should
be exempt from work requirements as part of eligibility, if so, who and why? Explain
your rationale.
I believe while public welfare programs are extremely vital and helpful, they are not always
sufficient, and I speak from personal experience. My family has been on WIC and SNAP for the
last 10 years and they helped my single mom of four tremendously. However, the system is very
flawed and at one point recently my family had to go two months without SNAP, and my mom
had to fight to get them back. There needs to be a process in place to better help people who have
SNAP. I think an alternative would be having more resources in place for people.
If a person receives assistance, I think there only responsibilities should be using the resources
only for the intended purpose. Some people are unable to work in the first place which is why
they need the government assistance.

America is a first world country. What did you think about the content of the film as it
applies to the US?
What did you learn from the film and your research that you did
not know before?
I think this documentary opens our eyes to the struggles happening right under our noses.
Every day we hear about the better opportunities in America, but it is the lower class who
has to pay. We hold ourselves as an untouchable country who has unlimited resources and
freedom, but I think we need to take care of the crisis going on in our own nation and
help people. I learned that food insecurity and poverty is far more common than I ever
realized.
