The author established the purpose towards the end of the first section. “Below is a
presentation of rich information and policy proposals geared toward addressing racial
disparities in maternal health and ensuring better health care access and outcomes for
pregnant women and new mothers.” The author states what she will be discussing in the
article.

The author established the exigence at the beginning of the article. “What lies at the
heart of America’s maternal health crisis is a woefully unequal health care system that
perpetuates vast racial disparities in maternal mortality and morbidity.
” It is informing the
reader that maternal mortality is an issues and that our healthcare system is contributing
to it.

Act.” The author is addressing the Senate and trying to get them to look into bias and
