One of the programs that aim to address the needs of older adults is Medicaid for the
Elderly & People with Disabilities (MEPD). MEPD is a federal and state program that covers
healthcare services, including medicine and vaccines, regular check-ups at the doctor, vision and
hearing care, hospital care and services, and x-rays and lab tests. Individuals eligible for this
program are older adults above the age of 65 years, adults with disabilities, and children with
disabilities. These individuals also may not have been covered in any other insurance program
(Texas Health and Human Services, 2022).
The program is administered by states based on federal requirements. Additionally, the
program is funded jointly by the federal and state governments. States receive a certain
percentage of the program expenditure from the federal government. States are required to fund
their percentage of Medicaid expenditure for the services rendered under the MEPD program
(Texas Health and Human Services, 2022). In Texas, the federal government provides funding
that matches federal financial participation in the state. Moreover, states can establish their own
payment rates under federal requirements and ensure services are paid through managed care
arrangements and fee-for-service.
MEPD ensures that older adults receive quality healthcare services during their old age. It
also helps them manage their health and make essential lifestyle changes that can help address
their health issues. Similarly, the program focuses on providing mental health services for older
adults. This population struggles with mental illnesses due to the challenges that they face at
their age. As a result, these services can ensure they age peacefully. The program is likely to
improve access to care in the future among older adults. Similarly, the program may increase
care utilization among the older adult population, who face significant health issues due to their

age. Finally, MEPD can ensure older adults access a wide range of medications and services that
they would have never accessed before.
