Proposal Outline:

A. Hook:
The overdose rate is increasing by the minute, and this is why. B. Thesis:
The Huntington Regional Chamber of Commerce should use community wide response because it allows coordinated systems approach, increased awareness of the problem, and collaboration from others in the community to show support.
II.
Problem:
The problem is the increase in overdoses in my city. A.
Main Cause(s):
Isolation during the COVID-19 pandemic: Like many other states, West Virginia experienced a surge in overdose deaths during the pandemic.
The enforced isolation led to difficulties in connecting with others, exacerbating substance use issues. Fentanyl-laced heroin: Over the past years, Huntington has witnessed a surge in overdoses involving heroin spiked with the potent drug fentanyl. Samples with fentanyl were found to be 50 times more powerful than heroin, causing users to fall into comas and stop breathing. High overdose death rates: Huntington and its surrounding Cabell County have alarmingly high overdose death rates. For instance, Cabell County registered 158 deaths per 100,000, nearly eight times the national average. Statewide crisis: West Virginia faces an extreme public health crisis, with 81 overdose deaths per 100,000 residents—far ahead of other states in terms of drug-related struggles.

My proposal uses appeals to logic and emotion the most because I thought those would be effective for my audience, the Huntington Regional Chamber of Commerce is a nonprofit association of business and professional individuals working together to enhance the Cabell and 4
Wayne County area in West Virginia and their mission is to make this region a better place to live and do business. They focus on government advocacy, networking, community development, and education. Therefore, I knew they would care about the emotional descriptions
of how the overdose rate is increasingly dangerous, because they are respected professionals in many different fields, I know they would want to focus on the factual evidence and the statistics from the experts and information about which solutions would work best. For example, He fired solution the use of a community wide response could benefit the overdue date by sharing support

Since the Huntington Regional Chamber of Commerce is top-rated professionals, I took information from their website stating how they're responding to the issue of increasing overdose
death in the area they love and cherish. Therefore, it's beneficial that they act on the matter and take a call of action toward Governor Jim Justice to get these individuals that are struggling with substance use disorder. Reflecting on Feedback:

According to my professor I'm on the right path. However, I'm lacking details in many places, I need to go more in depth with my answers and do a bit more research into not just my problem, but also my sources and their credibility. She also stated that my editing was very clear and concise, but I still have 4-5 errors. 2) Explain how you used the feedback from the Week 3 Assignment to help improve your writing in the Week 6 Assignment. Describe specific changes you made based on feedback and how they improved your work.
I used the feedback to write my week 6 assignment and to adjust the things that needed to be changed. I took the evidence and the solutions to redo the things that needed to be done better. 5
