Referral Process and Meeting ELLs' Needs Assignment
I believe that the Texas referral system is almost identical to how the module explained it. A home language survey is completed as soon as the student is entered into the public school system. The school has 4 weeks once the student is enrolled to complete the English Language Proficiency Test, this test will identify if the student meets the criteria to qualify for ESL or bilingual classes. However, when you look at the referral system, it will be noticed that from pre-kindergarten to 1
st
grade the students are only expected to take the listening and speaking component of the required English Language Proficiency Test, while 2
nd
grade through 12
th
grade are required to take each component of the test (listening, speaking, reading and writing.) I believe that the main
difference that I see when comparing the Texas referral system to the readings in this module would be in elementary school, the test is administered in the primary language of the student taking the test. If the school district is unable to meet the needs of the student by administering the test in their primary language, the district will move forward by utilizing an informal oral assessment to assess English proficiency. Results will be read by the individual in charge of that department and if a student meets a score below the acceptable “passing score,” they are classified as an emergent bilingual by those of the ARD committee. This committee will determine if a student needs to be placed in bilingual classes or the ESL program provided by the
school. A student will work throughout the school year in the program decided for them, and will
be reevaluated to determine if they meet the needs of being considered English Proficient at the end of the school year. I will be working in elementary education EC-6, primarily in 4th-grade Math. I believe that the largest minority in my school is Hispanic, with a primary home language of Spanish. In my opinion, I believe that I can meet the needs of English learners by providing consistency and routine regularly to ensure they can grasp the material being taught and are aware of the expectations. I can ensure that an inclusive classroom environment is being provided by making everyone feel welcome and a part of the class. This would mean correcting behavior that would make any student feel as though they are not enough or that they do not belong. As for instructional approaches, I will ensure that I provide a schedule for the class that has pictures as well as specific words. This approach will allow my students to have a visual representation of what happens next. I believe that I can also label things in Spanish and English around my classroom for my bilingual students to make connections to different objects to build their vocabulary skills and awareness.
