The existence of an institution such as a school district is due to the need to bring the final product (primary education) to 100% of the population in a standard way. Historically, education has been mainly in the hands of the government, i.e., under the monopoly model, since it is one of the most fundamental civil rights, and the state must provide it. However, over time the opportunity for other independent institutions, possibly led by sectors of the population that did not agree with a specific practice or perhaps with a particular interest, such as a religious one for example, was created, creating private institutions, although supervised by the board of education. More recently, the creation of charter schools, which are not governed by the rules of a school district, but by the board of education, has come to create a more competitive environment under the precept that parents already have different options to send their children to another school and not be tied to the one imposed by their geographic location. One of the reasons behind the creation of charter schools is that the quality of education in public schools is not as good or standard for all schools, and this opened the door for parents, teachers, and the community to have the opportunity to create a new school with the same public funds. The LA unified school district has experienced an impact on the student population due in part to the increase in the supply of private and charter institutions, so much so that from the inception of the latter in the early 1990s through 2018, their enrollment exceeded 10% of all students statewide in California (Ed100, 2023). Los Angeles Unified School District, being the largest statewide, is arguably the most affected as school funding is directly related to the student population. The increase in the supply of schools brings with it an increase in quality for everyone involved in the sector as they are now required to be constantly improving their educational content, constant evaluations, etc. To ensure that they are providing the best service in the market. Therefore, the current market structure is monopolistic competition (Miller, 2023). The intervention of the board of education is in terms of a regulatory body so that everyone has the same rules and provides students with the best tools, not only governed by traditional education and the imposition of a particular curriculum but also the geographical limitation for participation. Public administration differs from business administration, but in this approach of offering a service such as education in which the private and public sectors are involved, it is worth mentioning the imminent growth of charter schools that operate as private but with public funds and propose a more efficient operation since their structure is independent.
