To understand how the use of digital tools can change how we think of rights and responsibilities we have to first understand digital rights, digital citizenship, and digital literacy and how the three work together in our digital society.
In considering digital literacy’s relation to digital citizenship, the 2014 MILID Yearbook, published through the University of Gothenburg, discusses how intercultural dialogue, which is one way we are global citizens, requires “media and information literary (MIL)” (p18, 2014 MILID Yearbook).
When I think about digital citizenship, the first thing that comes to mind is global citizenship. In
Globalization and Global Citizenship: Interdisciplinary Approaches,
April Carter defines global citizenship as the ethical commitment to respect every other individual, the choice to identify as a member of the human society, grants that every member of said society have human rights, and a belief that the combined goal is to end violent conflict and to create cooperation to create “greater social and economic well-being” through the whole of this society (p. 13-14. .) If you take those concepts of citizenship and put digital before it, how much changes? According to Luci Pangrazio the thought of digital citizenship has allowed for groups who may not ever cross paths in person to see the value of working alongside each other to have maximum effect. Because global citizenship be interchangeable with digital citizenship in many ways, there is urgency for digital literacy to be mastered. From my children’s elementary school every week we are emailed a link that takes us to each child’s online activity. Already we can see the reach our children take every time they are online. Already there is a digital footprint attached to each of my children. In some minds this ties rights.
Digital rights are similar to human and legal rights. Attorneys Michael Haddad and Julia Sherwin talk about rights being the center of equality and how citizens need to know their rights to correctly identify discriminations and abuse of power and what to do when these rights are violated (

). So, in going along with the thought of digital rights being the same as human and legal rights we must know and understand or be literate in digital rights. Thus, creating a need for digital literacy.
When I was in high school, instant messaging was new. I used ICQ and AOL to meet people from around the world. This was so new and unconventional that parents didn’t begin to think that there was a possibility that people wouldn’t be who they said that they were. Now as a parent I have to be active in my children’s digital activities. I have to know that there is a possibility that the people who are talking
with my daughter could be saying things to harm her. I have the responsibility to do
this, just as others have the rights to be on the platform. In the same thought process while I might have the right of freedom of speech I still have the responsibility of the consequences and repercussions of what I say online. So in my opinion, just because it is a digital tool I use does not amend the rights or responsibilities that come with using them.
