Retrieved from https://eric.ed.gov/contentdelivery/servlet/ERICServlet?accno=ED581587 Assessing Tuition- and Debt Free Higher Education Is a proposal which followed Presidents Obama’s announcement of Americas College Promise Proposal. NASFAA or the National Association of Student Financing Aid Administrators is made up of a task force and members that were charged with exploring Obamas and other Government Officials proposals for a free higher education. The proposal discusses the difference between each plan, the implementation of the plans at both the State and Federal level, what it would mean for the institution of higher education as well as the effect on the indebtedness of the student. The proposal contains information on eligibility terms and the tradeoffs for the public college and universities that implement the lined out proposal. This Proposal not only touches on the advantages but some disadvantages of free higher education based purely off of research which will assist me in ensuring I touch on the opposing view and share my counterpoints. The Journal moves on to discuss the rising cost of Higher education which easily surpasses the cost of living rate while
BIBLIOGRAPHY 3 exploring the why of fast growing costs. Howard Bowen who nearly a century after Eliot adopts the same thought paradigm well exploring the re-institution of free higher education. Bowen’s Revenue Theory suggest that Institutions can adjust costs which they typically do based off of how much money they think they can actually raise rather than the actual costs it takes to run the institution. The Journal points out opposing viewpoints to Bowens theory which lies heavily on the research he conducted from 1929 to 1979 regarding Tuition costs. Exploring the idea that Universities and colleges spend large amounts of money working towards being prestigious rather than spending money towards actual education, so in the end they are really just selling a name. Reed takes the stance that providing free higher education should be a right not a privilege for those that meet admission standards. Reed explores the World War II era GI bill and how some state based institutions have adopted similar programs to maintain the “American Dream”. This informative piece will help me line out what steps need to be taken in my proposal and fact based evidence of what it can do for the nation as a whole.
