PROBLEM #1: FINAL TEAM PROJECT DISCUSSIONS Names of team members Topic 1: Tyler Ray Topic 2: Adolfo Silva Topic 3: William Utleg Potential Topics Potential topic 1: Parking lot improvements for The Palatine Building along Fresno Street Potential topic 2: Box culvert expansion on the 41 between Ave 12 and Children Blvd. Potential topic 3: Accidents on Frian and Shepherd Intersection (Friant Roulette) Explain three potential topics you are considering for the final project Potential Topic 1 For a building with three stories, this small parking lot is difficult to maneuver in and can potentially run out of space during peak hours. There is also very little room for large vehicles such as garbage trucks, delivery trucks, and buses. Potential Topic 2 Expand the Box culvert along HW 41 between Children Blvd and Ave 12 to accommodate future traffic needs.
Potential Topic 3 Driving down Friant will introduce an intersection that has a lot of drivers running the light and often getting into accidents. For each topic write a 1-2 paragraph problem statement. Explain the problem your proposed topic will address Potential Topic 1 The Palatine Building houses various salons, retail stores, and medical facilities on the property. These nine businesses bring in many clients during the work week, but they will need help when they get there: the parking lot is small and tough to maneuver in. Its awkward L-shape and its solitary way in and out have proved to be cumbersome in the past. The project will involve proposing a few alternatives to the current design. Research should be done on the codes and standards for such a lot to see if the site passes the current standards; these rules will also ensure that the alternatives are viable as well (this could include property lines if combining the adjacent lot is required). Current data for the site can potentially be accessed from the City of Fresno and the Trip Generation Manual can be used to predict future use. After sufficient data is collected, a traffic simulation can be run to show how potential alterations can affect the flow in and out of the lot. Designs can then be finalized in CAD. Potential Topic 2 HW 41 Is an integral part of connecting Fresno with the foothills and Yosemite mountains. Several towns such as North Fork, Prather, Madera Ranchos, and the City of Madera, and large casinos such as Table Mountain and Chukchansi Casino all use HW 41 as a route to Fresno and back. In addition, Lennar Homes has added a large housing track with a proposed 10,000 units to be finished within the next 5 years. A hospital is planned to be added to the corner of HWY 41 and Ave 12. In light of all this development, HW 41 will see a large increase in traffic volume within the next 5 to 10 years, depending on how long the projects are stuck in the approval process. With all this added infrastructure, the 41 is still a one-lane HW for northbound traffic. A large clog occurs daily at the lane reduction, which takes place on a box culvert overpass. We propose an expansion of the box culvert to accommodate the future needs of the HW.

The problem we will be addressing is to first show the expansion is needed by using the trip generation manual. Then draw the new expansion in Autocad and test traffic flows using data on how many vehicles cross the culvert per day. We can use Cal-trans data to develop our model and Cal-trans standards to determine the level of the expansion and the work required to do the expansion. Potential Topic 3: Friant is an effective and efficient road in that the speed limit allows drivers to reach up to 50 miles per hour; however, the intersection at Friant and Shepherd is notorious for accidents due to drivers running the red lights. We must consider the reasons why this problem occurs more frequently at this intersection than other intersections down Friant. This intersection has a curved road going down Friant towards Shepherd. This intersection has a wall running along the sidewalk of the road. This wall impairs the visibility of the drivers trying to see upcoming traffic and those turning from Shepherd to Friant. There is also a misunderstanding in the lights. There is a protected right hand turn specifically for those turning right, but those who are going straight through the intersection have a hard time determining if the light is theirs or not. There were changes in the past to the speed limit lowering the 50 miles per hour to 45 miles per hour. There is more awareness for this intersection at peak hours allowing for drivers to remain focused for speeding cars or other vehicles turning through the busy intersection. Describe potential critical questions your proposed topics will address (3-4 questions per topic) Potential Topic 1 Is the current number of parking spaces adequate for the Palatine Building, and if it isn’t, how must the capacity change? Does there need to be another entrance/exit for the lot, and would it improve the quality of traffic? Can the shape of the lot be changed at all to keep potential accidents and hazards to a minimum?
If the current lot cannot be expanded or altered in the space provided, would it be feasible for it to be combined with an adjacent lot? Potential Topic 2 What will the lane width and culvert size be? How will the existing traffic travel to and from Fresno? How many lanes will be needed? Where will the lane reductions and expansions occur? Potential Topic 3 What is the perception-reaction time of the drivers at this intersection? What possible solutions could we use to allow for more visibility amongst all drivers at this intersection? What would reduce the amount of collisions at this intersection? Should we lower the speed limit once again down Friant? Could we possibly make the speed limit vary from date and time to combat peak hours? For each topic write a one-paragraph reflection on each team member’s potential contribution to this topic Potential Topic 1 Bill: AutoCAD I have experience using AutoCAD from class ME 26 which deals with how to effectively use CAD and other software to create small-scale to large-scale models of the mechanics that involve transportation. As for the Palatine Building, being able to park every employee as well as customers in a parking lot that can hold about thirty people, there has to be a more efficient and affordable way to be able to hold more people not limited to Palatine Building, but the stores and conveniences surrounding the building. I will also check for possible problems that come from the drafting and spacing of the project.
Tyler: Codes and standards Tyler has experience using codes and stars for design or estimating construction projects. He can use this experience to ensure the new parking structure meets all relevant codes and standards for the city of Fresno as well as determine how much the improvements would cost. Tyler can use the data compiled by Adolfo to make suggestions and impediment relevant standards into the design. After which the Design would go to Bill for drafting and a final check on the project's feasibility. Adolfo: Data collection and manipulation Adolfo recently had experience with Excel due to taking the CE 80 course, which teaches students how to use the software for engineering purposes. Naturally, he could deal with collecting and presenting the data by creating the tables and graphs needed for the project. Potential Topic 2 Bill: Codes and Standards I have amateur levels of experience in codes and standards. I can use what I have learned to understand the legalities of this project. The codes and standards that bound the limitations of the new box culvert and the surrounding areas are affected by expanding the lanes as well as signal placements in the future. Tyler: Design and AutoCAD Tyler has relevant experience in auto cad and civil 3D. He can use these skills with the addition of the codes and standards Bill has reviewed, and the data Adolfo has collected to design the New box culvert, lane width, sign placement, and more to ensure the new road functions as smoothly as possible. Adolfo: Data and Excel As with the previous topic, Adolfo can use what he learned with Excel to present clear and concise graphics to aid in understanding the problem. Additionally, due to the site’s location, Madera County is the local body that oversees that stretch of highway. It would be good practice for him to interact with a different local government during data collection. Potential Topic 3 Bill: Codes and Standards

I have limited experience with the codes and standards for transportation and construction projects. I can use this experience to resolve the conflict at the intersection by making sure our project meets all the codes and standards for the city of Fresno whilst being cost-effective and time-efficient. I have certain expectations when applying the codes and standards, like the limitations that bound our project and possible scenarios that arise from working on Friant, a fast and busy road. Tyler: Data collection and Manipulation Tyler has relevant experience with MATLAB and Microsoft Excel. He can use these skills to develop data models to show how many accidents are occurring currently and how our proposed plan would reduce these accidents based on similar implementations. He can also review relevant data from the Highway Safety Administration and the city of Fresno to determine what is causing all the accidents as well as data on where most passengers are going to and from. Tyler can also go to the site and record data on what types of vehicles are using the intersection, and what kind of cars are running the red light. Adolfo: Simulations and AutoCAD Adolfo is currently enrolled in GME 66 and CE 150, which means his knowledge of how to use the software needed for the topic will be fresh in his mind. This will also provide additional experience with both traffic simulation programming and AutoCAD, which are incredibly useful tools for a student with a transportation focus. Identify three potential data sources for each of the proposed topics Potential Topic 1 Data for a parking lot for a retail site like the Palatine Building could be found in the Trip Generation Manual, while the codes and standards at the local and state level could be accessed through the City of Fresno and Caltrans, respectively. The size and shape of the site could be measured directly, through Google Earth, or with the plans for the lot if they can be found. For the potential solutions, AASHTO policy and documents can be used, i.e. the Roadside Design Guide. Potential Topic 2 Potential data sources are cal trans since the project is on the highway, cal trans will have a lot of data on the HW.
The trip generation manual to determine the increased traffic demand form the future developments Another source would be the highway geometric design manual to determine the shape of the improvement. Potential Topic 3 A potential data source for Friant roulette would be local conditions data source for Fresno. This is because the intersection takes place in Fresno which has data that is specific to Fresno and the behavior of their drivers. The location of the incidents that take place are important to consider depending on the drivers who often take Friant or whoever lives in that area. The trip generation manual would provide general information about locations that are most prevalent around the Friant and Shepherd area. If the amount of trip ends are higher around restaurants, which is near the Friant roulette, this could cause problems for the intersection in the future. The last possible source I can think of is Caltrans which deals with traffic control, transportation, and traffic related accidents due to speeding or failed design.
