Task 1: Knowledge Questions Question 1 What are the characteristics and composition of a work health and safety in an organisation? (50 words) Answer: In a positive safety culture, all employees are accountable for maintaining standards and procedures. This means management enforces safety standards and understands the requirements for a safe workplace, while on-site employees follow those standards and ensure their colleagues follow them, too. When an employee doesn't follow safety procedures, a workplace with a positive safety culture will hold them accountable and offer resources to avoid the issue in the future. There are four basic elements to all good health and safety programs: Management Commitment and Employee Involvement. Worksite Analysis. Hazard Prevention and Control. Training for Employees, Supervisors, and Managers. Question 2 Briefly outline the procedures in identifying hazards and assessing and controlling risks to health and safety. (50 words) Answer: Using the ThinkSafe steps 1. Spot the hazard Key point: A hazard is anything that could hurt you or someone else. Examples of workplace hazards include: frayed electrical cords (could result in electrical shock) boxes stacked precariously (they could fall on someone) 2. Assess the risk Key point: Assessing the risk means working out how likely it is that a hazard will harm someone and how serious the harm could be. Whenever you spot a hazard, assess the risk by asking yourself two questions: how likely is it that the hazard could harm me or someone else? how badly could I or someone else be harmed? Always tell someone (your employer, your supervisor or your health and safety representative) about hazards you can't fix yourself, especially if the hazard could cause serious harm to anyone. 3. Make the changes Key point: It is your employer's responsibility to fix hazards. Sometimes you may be able to fix simple hazards yourself, as long as you don't put yourself or others at risk. For example, you can
pick up things from the floor and put them away to eliminate a trip hazard. The best way to fix a hazard is to get rid of it altogether. This is not always possible, but your employer should try to make hazards less dangerous by looking at the following options (in order from most effective to least effective): Elimination - Sometimes hazards - equipment, substances or work practices - can be avoided entirely. (e.g. Clean high windows from the ground with an extendable pole cleaner, rather than by climbing a ladder and risking a fall.) Substitution - Sometimes a less hazardous thing, substance or work practice can be used. (e.g. Use a non-toxic glue instead of a toxic glue.) Question 3 Briefly describe organisational WHS policies and procedures relating to: risk management fire emergencies evacuation incident investigation reporting (50 words) Answer: risk management Risk management is the process of identifying, assessing and controlling threats to an organization's capital and earnings. These risks stem from a variety of sources including financial uncertainties, legal liabilities, technology issues, strategic management errors, accidents and natural disasters. fire In the event of a fire, the following steps should be taken to ensure the safety of all building occupants: Activate the fire alarm. Call 911 immediately and provide information. Assist injured personnel or notify emergency responders of the medical emergency. Exit the building following emergency maps. emergencies Evacuate Pull the nearest fire alarm. Use the nearest exit. Do not use elevators. Persons with disabilities, that cannot use the stairs, should wait for trained responders.
Take your belongings IF they are nearby. Move to a safe distance. Re-enter only if directed by first responders. evacuation Evacuation Procedures Activate the fire alarm. Call 911 immediately and provide information. Assist injured personnel or notify emergency responders of the medical emergency. Exit the building following emergency maps. Assist physically impaired individuals to a secure area and notify emergency responders. incident investigation Scene management and scene assessment (secure the scene, make sure it is safe for investigators to do their job). Witness management (provide support, limit interaction with other witnesses, interview). Investigate the incident, collect data. Analyze the data, identify the root causes. reporting Hazards can be reported verbally, electronically or by filling out company specific forms that should be available at bulletin boards or other conspicuous places. Ask your supervisor, or health and safety committee or representative if there is a formal process for reporting hazards. Question 4 Describe the legislation, regulations and codes of practice relating to: WHS and environmental issues equal opportunity industrial relations anti-discrimination (50 words) Answer: WHS and environmental issues Environment Protection Act 1997 The Act establishes the Environment Protection Authority (EPA) as the statutory decision maker for environmental regulation and policy.
