One common feature of ancient Greek culture is the tendency to attribute a body of laws to a legendary lawgiveers. The laws of Crete were attributed to the mythical kings Minos and Rhadamanchus; those of Locris to Zaleucus, perhaps a historical figure; and so on. These men, often with a reputation for wisdom acquired through extensive travels (such as the Athenian Solon or the Spartan Lycurgus), acquire temporary unlimited legislative powers from a community in crisis. In Sparta Lycurgus was credited with laws to address a conflict between the rich and the poor in the late eighth century BCE. Charondas made laws to deal with confrontations between Greek settlers and indigenous populations of Catania, a polis in Sicily, during the sixth century BCE. According to one theory, these texts were sung or chanted. Another common element is a claim of divine authorization. Plutarch, for example, states that Minos, Lycurgus, and Zaleucus were among rulers who had personal conversations with gods.
