Building Trust As an assistant to the City of Phoenix manager, I would be involved in a project that aims to collaborate with Grand Canyon University (GCU) to enact a quarter-cent sales tax in
order to extend the light rail down Camelback and make a stop at the main entrance of the campus. This project involves various stakeholders with whom I would need to build trust. This report will explore the stakeholders, factors to consider, strategies for building trust, and best practices in stakeholder engagement. Stakeholders Involved In the Project
When embarking upon the objective of expanding the light rail, it is imperative to contemplate the external interests of the stakeholders appropriately. Once these interests have been identified, it shall facilitate establishing trusting relationships with both the external and internal stakeholders. The multitude of stakeholders involved is essential to the success of the project. The following is a compilation of the necessary stakeholders and their roles in the project (LinkedIn, 2023). The City of Phoenix
: As an employee of the City of Phoenix, I would need to build trust with my colleagues, superiors, and other departments involved in this project. This includes city officials, transportation department staff, and other relevant personnel (The City of Phoenix, 2023). Grand Canyon University
: GCU is a key stakeholder as they are collaborating with the city on this project. Building trust with university administrators, faculty, and students is
crucial (GCU, 2023). Local Residents
: The residents living along the proposed light rail route may have concerns about potential disruptions during construction or changes in their neighborhood. Engaging with them and addressing their concerns is essential (Leonard, 2019). Business Owners:
Businesses near the proposed light rail route may be concerned about how construction or traffic pattern changes could impact their operations. Building trust with them and ensuring their interests are considered is essential (Leonard, 2019).

Community Organizations:
Non-profit organizations, neighborhood associations, and advocacy groups may be interested in this project. Engaging with them can help address community concerns and gain support (Leonard, 2019). Public Transportation Users:
Existing light rail users and potential future users are important stakeholders. Ensuring their needs and that the extended light rail will benefit them is crucial for building trust (LinkedIn, 2023).
Factors to Consider
To achieve goals, it is essential to consider various factors, including time constraints, available resources, and potential obstacles, to make informed decisions and maximize the likelihood of success. Internal factors include an organization's resources, capabilities, culture, and individual skills, while external factors include market conditions, competition, technological advancements, and regulatory environment. Individuals or organizations must analyze internal and external factors to make informed decisions (Eagleview, 2023). For example, assessing the economic advantages of extending the light rail down Camelback, such as potential increases in property values, job creation, and economic growth, is crucial. Additionally, assessing the project's environmental implications, such as carbon emissions reduction and sustainable transportation options, is vital for gaining support from environmentally conscious stakeholders. In addition, evaluating the project's financial feasibility,
including cost estimates, potential revenue from the sales tax, and long-term sustainability, is necessary to gain the trust of stakeholders concerned about fiscal responsibility. This can be achieved through a comprehensive cost-benefit analysis that considers the long-term financial implications of the light rail extension. Lastly, engaging with local communities and conducting public consultations can provide valuable insights and ensure the project aligns with the needs and aspirations of residents. identifying and communicating the benefits of the extended light rail, such as improved access to
education, healthcare, and employment opportunities, is also essential for building trust (Eagleview, 2023).
Building Trust with Stakeholders
Building trusting relationships between stakeholders requires a combination of transparency, open communication, accountability, empathy, consistency, mutual respect, conflict
resolution skills, building rapport, and delivering results (Folkman, 2013). The following factors are considered significant in fostering trust among stakeholders and creating a positive and productive environment for collaboration. Tsipursky (2023) states that by actively listening to stakeholders' concerns, you can establish open lines of communication with all stakeholders involved to provide transparency. In addition, propose regular updates on project progress, address concerns promptly, and ensure that information is accessible to everyone.
Showing empathy and understanding while addressing their needs and incorporating their
input into decision-making will help build trust (Zak, 2017). Encourage collaboration and inclusion by involving stakeholders in decision-making whenever possible. Seek their input, involve them in public meetings or workshops, and consider their perspectives when making decisions (Frei & Morriss, 2020). Take responsibility for actions and decisions made during the project. Be transparent about any challenges or setbacks encountered and work towards finding solutions. Furthermore, maintain consistency in messaging and actions throughout the project to ensure promises are made and kept, commitments are honored, and stakeholders can rely on your
word. Reduce risk by identifying potential risks or negative impacts associated with the project and develop strategies to mitigate them. Proactively address concerns raised by stakeholders to minimize any adverse effects (Tsipursky, 2023).

Best Practices for Stakeholder Engagement
Stakeholder engagement and management are key elements of successful project management; however, it is more complex than it might appear. Stakeholders often have vastly differing levels of power and influence. Therefore, an interactive, ongoing process to identify and engage stakeholders is vital. Beam (2023) suggests beginning by conducting a stakeholder analysis to identify all relevant stakeholders, their interests, concerns, and potential influence on the project. Follow up by developing a comprehensive communication plan outlining how communication will be managed throughout the project. This includes channels, frequency, and methods of engagement (Beam, 2023). Establishing a dedicated stakeholder engagement team responsible for stakeholder engagement is essential. This team should have representatives from different departments involved in the project and possess strong communication and negotiation skills. Utilize multiple
engagements to engage stakeholders, such as public meetings, surveys, focus groups, and online platforms. This ensures inclusivity and allows for diverse perspectives to be heard. Lastly, monitor and evaluate engagement consistently to assess their effectiveness. Regularly evaluate the level of trust built with stakeholders and make adjustments as needed (Beam et al., 2023). Establishing, enhancing, and maintaining positive connections within the context of project development are of utmost importance to facilitate genuine stakeholder engagement and dedication. In the context of one's professional pursuits, it is probable that encounters with various groups of individuals with vested interests will occur, each demonstrating varying levels of involvement and active involvement. In summary, the extent of your dedication in engaging in

this attempt will be the principal factor in determining your capacity to attain good results (Beam
et al., 2023).
