Interpretation:

Given substrates are to be ranked in the order of the increasing rate of the E1 reaction.

Concept introduction:

The leaving groups tend to have a total -1 charge. The rate of an E1 reaction generally increases as the strength of the base decreases (i.e., as the pKa of the base’s conjugate acid decreases). Better leaving groups tend to be weaker bases. The more stable the leaving group is (in the form in which it has left), the better its leaving group ability. As the leaving group ability increases, the rate of E1 reaction increases.
