Dipole moment arises when electronegativity difference exits between the bonded atoms. - Torsional strain: mostly torsional strain occurs in cyclic compound which have ring strain means less membered (3 and 4) cyclic compounds are as wells as high membered (7 and more) cyclic compounds are not stable; they twist themselves to attain stability.
To draw: stable shape of the given molecule trans-1,3-dichlorocyclobutane.
