Interpretation:

Given transformation cannot be accomplished by direct alkylation of an enolate and an alternate synthesis need to be explained.

Concept introduction:

${\text{S}}_{\text{N}}\text{2}$ reaction is not possible to happen on tertiary substrate.  When tertiary substrate is considered for ${\text{S}}_{\text{N}}\text{2}$ reaction, instead of alkylation, elimination reaction takes place.
