Introduction:
Time dilation is the phenomenon in the special theory of relativity. In simpler words, time dilation is slowing down of the time or slowing down of the clock.
As, there are two frames of reference i.e. inertial frame of reference and non-inertial frame of reference. Inertial frame of reference is non-accelerating frame of reference and non-inertial frame of reference is the accelerated frame of reference. If clocks are placed, one in inertial frame of reference and another clock is placed in non-inertial frame of reference then it has been observed that in the moving frame or in non −inertial frame, clock shows the dilated time as compared to the time shown by the clock in the inertial frame of reference. In this case which clock is correct, neither of the clocks is incorrect. Timing of the clock is depends on the relative velocity of both the frames. So, observer in both the frames of references will observe the time to be dilated in another frame of references. This phenomenon is called as the time dilation that is slowing down of the clock.
Conclusion:
Observer in moving frame of reference observes that time is dilated.
