As an EPA manager,  I would rather seek modification, than using other two option. because, the frequency of property damage and injuries regarding the usage of  bug bomb products are high. so, letting the people use it without any changes wont help in anyway to overcome the problem, and although there are no fatal case has been reported as of now, but the chances of severe injuries or fatal accidents still remains. which means, the product definitely needs some kind of change or upgradation, it will be too risky for people to let them use the product without any changes. 

Again, banning the product would not solve the issues that people are facing due to bugs. Clearly, the bugs issues are also quite severe which makes people to buy Bug Bomb products. and in the given case it is clearly stated that the property damages and injuries are happening due to "misuse" of the product. which can imply that the customers are facing the issue due to their lack of knowledge about how to operate the product properly. So, banning the product cannot be a proper solution of the above mentioned case.
