The two emerging groups fought over the issue of the bill of rights which was deemed as not necessary by the federalists and the anti-federalists demanded the implementation of the bill of rights which was passed later on. The bill of Rights was a document written to define the limits of a government in a democratic state, how can they be challenged this was to ensure that the government does not abuse the power given to it.
This proposition regarding the bill of Rights was presented by the anti-federalists who demanded this in the interest of the common people and the population of the State, they voted for an amendment in the Constitution. The federalists were against this amendment initially. An argument erupted between the two groups. Hamilton and Madison were against the Bill of rights and called it a barrier in assuring individuals their rights. However, the federalists wanted to uphold the sovereignty of the nations and did not wish to create further divisions. The federalists eventually agreed to accept the Bill of Rights when James Madison presented it in the First Congress. Madison who in the beginning opposed the Bill of Rights agreed to this because he did not wish to face any opposition and also wanted to honor the opinions of all. They agreed to the amendment of the Bill of Rights to ensure civil equality for all.
