Border States at the time of the US civil war were those states who shared boundaries with both the Union and the Confederacy, except for Delaware which did not share boundary with the latter. Some of these states were neutral (like Maryland and Kentucky), but most were loyal to the Union (including West Virginia which had broken from Virginia to side with the Union) and Missouri was claimed by both sides for different periods of time. And only Tennessee had seceded from the Union.
