When the "new" Constitution was first proposed in 1787 why did the framers send it back to then states to have special constitutional conventions vote to determine to approve or reject the new framework of government? Why didn't they just sent it back to the state legislatures for approval and/ or rejection? Did the framers have the right or approval to rewrite the constitution or was their action a bit outside of their authority or position? The preamble to the Constitution begins with " We the People....." did they mean to include everyone or was there a more narrow group class or group of people that they belived should have the power of civic say and involvement?
