on job applications and demanded in
employment interviews. Such
practices ended (although not
completely, as violations are still
encountered) when antidiscrimination
laws began to limit the kinds of
personal information employers could
request.
Title VII of the Civil Rights Act of 1964
was the first major legislation to
significantly address individual
privacy. One decade later came the
Privacy Act of 1974. Officially, the
Privacy Act applied only to agencies
of the federal government, but it
became widely regarded as a
standard for other employers. This
law stated that an agency could
