Introduction

In 1918, a year after the US entry into the First World War, Congress enacted the Passport Act of 1918 under the wartime measure. The immigration officials continued to use discretionary powers extended to them by the Act which made travel into or out of the United States during the two wars and the inter-war periods, extremely difficult without proper documentation. The Attorney General acting on behalf of the President may shut out aliens whose entry into the United States would be prejudicial to the interests of the United States. And such exclusion may be without a hearing if it is based on national security or public interest issue.
